One year on Libyas transition has progressed but challenges remain – UN

Libya has moved forward in its political transformation since its liberation one year ago but still faces many challenges, including ensuring security, promoting national reconciliation and upholding the rule of law, the top United Nations official there told the Security Council today.The July elections and the formation last week of a new government, led by Prime Minister Ali Zeidan, are examples of the country’s progress, said the Secretary-General’s Special Representative and head of the UN Support Mission in Libya (UNSMIL), Tarek Mitri.“But you all are aware, many challenges remain, particularly in the area of security,” he added, as he briefed the 15-member body via videoconference from the capital, Tripoli.Mr. Mitri, who was appointed to lead UN efforts in Libya in September, discussed the recent fighting in Bani Walid, a small city that was one of the last to fall to rebels groups during last year’s conflict that led to the overthrow of former dictator Muammar al-Qadhafi, and which Libyan army forces seized control of last month after saying it harboured a number of supporters of Mr. al-Qadhafi. The Libyan authorities declared military operations in Bani Walid over on 24 October.“In meetings with the Prime Minister and the President, I conveyed strongly the concerns of the United Nations and the international community with regard to the protection of civilians, and urged the return of the displaced families in the shortest time possible while ensuring basic services,” said Mr. Mitri.In addition, UNSMIL has provided teams to help assess humanitarian needs in Bani Walid and to help the authorities in clearing munitions there.Elsewhere, fighting broke out in southern Libya in September, leaving several dead and wounded, he noted. Tripoli has also experienced bouts of violence between armed brigades, leaving several wounded, while Benghazi and the east continued to suffer from a number of serious security incidents. “The events of Bani Walid, Tripoli, [and] Benghazi underscore the need for rapid and effective policy decisions and practical measures to be taken in the area of security sector reform,” Mr. Mitri stated.Such initiatives include the implementation of a national security coordination mechanism; interim security measures while new Libyan defence and police forces are built and supported by national intelligence; the disarmament, demobilization and reintegration of former revolutionaries, and a weapons and ammunition control programme.“Along with security sector reform, it remains just as urgent for the Libyan authorities to fully activate the judiciary so that perpetrators are held to account and rule of law upheld,” said the envoy, adding that UNSMIL continues to work on the issue of conflict-related detentions, including urging the Ministries of Justice, Defence and Interior to accelerate the screening of detainees and to investigate cases of mistreatment and torture.Another major task, now that the new government has been formed, is to intensify consultations and reach decisions regarding the constitutional process, starting with the establishment of the Constitutional Commission. UNSMIL continues to urge the General National Congress to “consult widely and move swiftly” on the process of drafting a constitution, said Mr. Mitri.He recognized the progress achieved over the last year towards stabilizing a country “bereft of democracy, institutions, human rights and rule of law over the last 42 years,” and stated that the problems faced should not be underestimated but are not insurmountable. “Building a democratic State is a cumulative process that needs time and patience but it necessitates, first and foremost, a sustained, coherent and determined effort by the government,” he stated. “One year since the liberation, the people of Libya are demanding more of their elected authorities,” he added. “This is a sign of a vibrant democratic life. UNSMIL has spent the last year working closely with the government, civil society and the international community to ensure that no effort is spared in helping achieve the objective of democratic state-building.” read more

The allegedly corrupt customs officers’ at Sydney Airport have been importing drugs with organised crime figures for several years. The network is said to involve at least 15 officials, however, the number may be as high as 20. They are suspected of being involved in serious misconduct or corruption, ranging from criminal association and leaking information to drug trafficking, drug manufacturing, money laundering and bribery. Corrupt airport baggage handlers have also been allegedly involved in the investigation conducted by Fairfax Media. The allegedly corrupt cell has been operating since at least 2009 from the international passenger terminal and freight section and is suspected to have imported pseudoephedrine, cocaine, steroids and possibly weapons.A range of well-placed sources, including figures at the airport, told Fairfax that the allegedly corrupt officers’ activities included: allowing drug-filled backpacks and luggage to pass freely through customs controls; allowing drug money to be smuggled through the airport and out of Australia to fund the resupply of drugs to be smuggled back through the airport; manipulating staff rosters and using CCTV black spots to allow corrupt activity, including drug trafficking, to go undetected.last_img read more

Sorry, but you know it’s true.The smell is a result of the manufacturing process, usually epoxy or glue inside the case and the circuit boards along with chemical by-products of plastic production. The volatile molecules that escape when you start using a new piece of electronics are quickly lost in the wind. But no more!For the low, low price of $24, you can have this candle that smells like a new computer. It’s a 100% soy-based candle that is apparently hand-poured. It includes hints of mint, peach, basil, lavender, mandarin, and sage. I’m not sure how that equals the smell of a new Mac or any computer for that matter. That smell you’re so familiar with is not unique to Apple’s computers. Vancouverbased Movie Movers to liquidate inventory

But when the company’s two local stores shut down permanently in early 2012, it won’t be because of the same economic forces that have shuttered Blockbuster and Hollywood Video locations across the country, according to Craig LoRowe, one of several owners of the business. Instead, it is closing to make way for a national chain that plans to hire his employees, LaRowe said, though he declined to name the chain. While many national video rental stores have struggled, Movie Movers occupies a different niche, exchanging cash or store credit for sellers’ DVDs, VHS casettes, and other media — and sometimes acquiring those products when other stores go out of business. LaRowe also owns and runs Vancouver-based LaRowe & Associates, which buys media from companies that are closing down.Business has been steady over the past year at Movie Movers, which has locations at 9411 N.E. Highway 99, across from the Hazel Dell Winco, and at 11300 N.E. Fourth Plain Road, near Northeast 117th Avenue in Orchards, LaRowe said.“We were going to move the Hazel Dell store to a new location,” he said. Then he was asked to help a franchise owner who plans to open two buy-sell-trade video stores in Portland and a third in Vancouver, each occupying 15,000- to 30,000-square feet — about as much space as a typical Border’s Books or Hollywood Video. The 10 people who work for Movie Movers would be able to take jobs at the new business, which would likely start pre-opening preparations in March or April, LaRowe said.Rather than compete with a much larger new arrival, “I accepted the contract,” he said.He declined to discuss further details of the arrangement, citing confidentiality requirements within his contract.Movie Movers will close its stores for one day on Friday, then on Saturday will begin selling off more than 100,000 movies, as well as making store fixtures available for purchase. The plan has customized goals for states to cut the carbon pollution, while reflecting each state’s energy mix.  Texas Attorney General Ken Paxton is joining oral arguments before the appeals court. He says the EPA rule reinvents the nation’s energy policy. Paxton contends that the agency has no statutory authority to do so.    West Virginia Attorney General Patrick Morrisey says before you can get to scientific questions, constitutional questions must first be resolved.“People are trying to drag you into the science and go through these details. But that typically occurs when you’re especially weak on your legal foundations,” Morrisey says. The plan was finalized in 2015 and was supposed to take effect this year. In February, it was temporarily blocked by the U.S. Supreme Court without explanation. Oral arguments are taking place in front of a full bench before the U.S. Court of Appeals for the D.C. Circuit. From Promoter to Proprietor

Gray, Special to the AFRO, mgray@afro.comFrom the days where he roamed the Morgan State University campus Tracy Wiggs has always had the gift of gab.  With his raw wit and business savvy he found his niche as a promotional entrepreneur and it has served him well staging events for some of the largest comedians over the last quarter century.  For 25 years, Wiggs has been the man behind the Black comedian.  HBO’s Def Comedy Jam and the Kings of Comedy opened the doors to the emergence of a new generation of talent that still struggled with finding venues to host them as late as the mid-1990s.  Despite the success of Steve Harvey, D.L. Hughley, Cedric The Entertainer, Kevin Hart, and the late Bernie Mac on television, touring was a whole different matter.Promoter Tracy Wiggs and comedian D.L. (Courtesy Photo)“Black comics weren’t getting the chance to perform in the White clubs like the Improv or the Comedy Store,” Wiggs told the AFRO. “I can remember when there was a time when I walked into a club in Los Angeles and [WPGC’s] Joe Clair was bigger than Chris Tucker.” Wiggs, launched Jus’ Wiggin Entertainment in 1991 after realizing that despite his track moving faster than most at NBC-4 in D.C., the salary couldn’t compete.  He went from the mailroom to their assignment desk then ultimately to work with George Michael’s Sports Machine in 18 months. However, the compensation versus the time spent in TV didn’t make sense.“If I’m making as much in two nights as a promoter as I make in two weeks in television I had to go full time,” Wiggs said. The relationships he’s built in the comedy game with the acts who have been seen from coast to coast is simple.  In an era of instant messaging and electronic communication, Wiggs telephone remains his best friend. The rolodex that long time promoter Dave Rubin gave him before he left to work for Vince McMahon and, what became WWE, serves as a reminder how to conduct business.  “Be simple, straightforward and honest,” Wiggs said.  “I need them as much as they need me so you’ve got to be able to feed them.  There aren’t too many promoters who can say they’ve booked acts of the caliber I have at least once every year for the last 20 years.”“It’s all about relationships because we want the same things,” Wiggs added.However, his latest promotion may be the biggest of them all.  After decades of finding venues around the country for the Kings and Queens of Comedy, Wiggs is hoping a southern Maryland venue will give local comedy fans a place to watch the next generation take off, while becoming a haven for those same big name acts.“The original dream was always to own my own club,” Wiggs said.  “I’ve never been the type of person that would go up the ladder and not reach back to pull somebody else up.  That would be irresponsible as a Black man.”In early July, Wiggs cut the ribbon on his “original dream” when he opened The House of Comedy in Waldorf.  The demographics of the area and the gentrification of Baltimore and D.C. makes it the perfect time to open his club there.  While property is too expensive and increases the risk of failure for small businesses to succeed in Charm City or the District, Wiggs feels southern Maryland is primed for a venue that will cater to a diverse audience.“There’s a lot of comedy fans [in Prince George’s and Charles County] who don’t want to travel all the way to D.C. and Baltimore for a quality show,” Wiggs said.  “We got fans who want to stay close to home for a good time after a long work week and White people always enjoy Black comedy too.”last_img read more

Resident Evil 7 Coming to Switch Thanks to the Power of the

Unfortunately, it isn’t powerful enough to run many games found on the PlayStation 4 and Xbox One. Until now, that is. Capcom announced that Resident Evil 7 is making its way to Switch, though it’ll come in an unexpected form. Players can enjoy playing the zombie-tastic title either in docked or undocked mode thanks to the power of the cloud. At least, Japanese players can.Resident Evil 7 for Switch comes with all four of the game’s DLC. Users can play the first 15 minutes for free. If they want to play the full game, they’ll need to purchase a 180-day service pass. The game costs ¥2,000, which is equivalent to roughly $18.01. Though it is playable docked or undocked, a stable internet connection is required to play. Instead of being housed in the actual system, save files are stored in the cloud. Save files linked to inactive accounts may be deleted, according to Capcom.Even customers who thoroughly enjoy Switch admit feeling disappointed they can’t play games like Far Cry 5, Witcher 3, or Call of Duty on the system. By using the cloud to play these titles, Switch will no doubt become even more popular. Well, that is if more companies jump on board. It remains to be seen how well Resident Evil 7 runs on Switch. But, if it works as intended, we’ll likely see more third-party developers drop their “current-gen” games on Switch. Maybe we’ll get GTAV on Nintendo’s system? It’s up in the air at the moment, but the possibilities are exciting.AdChoices广告Right now, there is no word if Resident Evil 7 is coming to Switch in regions outside of Japan. Given the game’s popularity, I seriously doubt it’ll be a Japanese exclusive for very long. Designing a multi-robot cooperation model using swarm intelligence A multi-robot cooperation model enables some robots to work collectively to achieve a specific purpose. Having multi-robot cooperation is challenging. Several aspects should be considered in order to get an optimized implementation. The objective, hardware, pricing, and algorithm can have an impact on your multi-robot design. In this section, we will review some key aspects of designing multi-robot cooperation. This is important since developing a robot needs multi-disciplinary skills. Define objectives The first step to developing multi-robot swarm intelligence is to define the objectives. We should state clearly what the goal of the multi-robot implementation is. For instance, we can develop a multi-robot system for soccer games or to find and fight fire. After defining the objectives, we can continue to gather all the material to achieve them: robot platform, sensors, and algorithms are components that we should have. Selecting a robot platform The robot platform is the MCU model that will be used. There are several MCU platforms that you use for a multi-robot implementation. Arduino, Raspberry Pi, ESP8266, ESP32, TI LaunchPad, and BeagleBone are samples of MCU platforms that can probably be applied for your case. You must research the best parameters for implementing multi-robot systems. Implementing swarm intelligence in swarm robots can be described as in the following figure. A swarm robot system will perform sensing to gather its environmental information, including detecting peer robot presence. By combining inputs from sensors and peers, we can actuate the robots based on the result of our swarm intelligence computation. Actuation can be movement and actions. Amazon is being sued for recording childrens voices through Alexa without consent

first_imgLast week, two lawsuits were filed in Seattle that allege that Amazon is recording voiceprints of children using its Alexa devices without their consent. This is in violation of laws governing recordings in at least eight states, including Washington. The complaint was filed on behalf of a 10-year-old Massachusetts girl on Tuesday in federal court in Seattle. Another nearly identical suit was filed the same day in California Superior Court in Los Angeles, on behalf of an 8-year-old boy. What was the complaint? Per the complaint, “Alexa routinely records and voiceprints millions of children without their consent or the consent of their parents.” The complaint notes that Alexa devices record and transmit any speech captured after a “wake word” activates the device. This is regardless of the speaker and whether that person purchased the device or installed the associated app. It alleges that Amazon saves a permanent recording of the user’s voice instead of deleting the recordings after storing them for a short time or not at all. In both cases, the children had interacted with Echo Dot speakers in their homes, and in both cases the parents claimed they had never agreed for their child’s voice to be recorded. The lawsuit alleges that Amazon’s failure to obtain consent, violates the laws of Florida, Illinois, Michigan, Maryland, Massachusetts, New Hampshire, Pennsylvania and Washington, which require consent of all parties to a recording, regardless of age. Aside from “the unique privacy interest” involved in recording someone’s voice, the lawsuit says, “It takes no great leap of imagination to be concerned that Amazon is developing voiceprints for millions of children that could allow the company (and potentially governments) to track a child’s use of Alexa-enabled devices in multiple locations and match those uses with a vast level of detail about the child’s life, ranging from private questions they have asked Alexa to the products they have used in their home.” What does the lawsuit suggest Amazon should do? The plaintiffs suggest that more could be done to ensure children and others were aware of what was going on. The lawsuit claims that Amazon should inform users who had not previously consented that they were being recorded and ask for consent. It should also deactivate permanent recording for users who had not consented. The complaints also suggest that Alexa devices should be designed to only send a digital query rather than a voice recording to Amazon’s servers. Alternatively, Amazon could automatically overwrite the recordings shortly after they have been processed. What is Amazon’s response? When Vox reporters asked Amazon for a comment, they wrote to them in an email, “Amazon has a longstanding commitment to preserving the trust of our customers, and we have strict measures and protocols in place to protect their security and privacy.” They also pointed to a company blog post about the FreeTime parental controls on Alexa. Per their FreeTime parental control policy, parents can review and delete their offspring’s voice recordings at any time via an app or the firm’s website. In addition, it says, they can contact the firm and request the deletion of their child’s voice profile and any personal information associated with it. However, these same requirements do not apply to a child’s use of Alexa outside of the FreeTime service and children’s Alexa skills. Amazon’s Alexa terms of use notes, “if you do not accept the terms of this agreement, then you may not use Alexa.” However, according to Andrew Schapiro, an attorney with Quinn Emanuel Urquhart & Sullivan, one of two law firms representing the plaintiffs. “There is nothing in that agreement that would suggest that “you” means a marital community, family or household. I doubt you could even design terms of service that bind ‘everyone in your household.’” This could also mean that Alexa is storing details of everyone, and not just children. A comment on Hacker News reads, “Important to note that if this allegation is true, it means Alexa is recording everyone and storing it indefinitely, not just children. The lawsuit just says children because children have more privacy protections than adults so it’s easier to win a case when children’s rights are being violated.” Others also share similar opinions: However, a few don’t agree: The suit asks a judge to certify the class action and rule that Amazon violated state laws, require it to delete all recordings of class members, and prevent further recording without prior consent. It seeks damages to be determined at trial. The Seattle case seeks damages up to $100 a day and the California case wants damages of $5,000 per violation. Among its results: minorities accounted for the majority of ticket buyers for five of the top 10 films at the global box office, and half of ticket buyers for two more of the top 10.Researchers found that minorities remain underrepresented in film leads (13.9 per cent), film directors (12.6 per cent), film writers (8.1 per cent), broadcast scripted leads (18.7 per cent), cable scripted leads (20.2 per cent) and digital series leads (12.9 per cent).Many of those totals do represent some modest gains, especially when viewed across five years. (Minority leads on broadcast TV shows increased from 5.1 per cent to 15.7 over the last five years, according to UCLA’s studies.) But other areas — especially behind the camera — have seen only slight or no improvement.“There has been some progress, undeniably. Things are not what they were five years ago,” said Darnell Hunt, co-author of the report and director of the centre, which focuses on African American studies, at the University of California, Los Angeles. “People are actually talking about diversity today as a bottom-line imperative as opposed to just the right thing to do. We’ve amassed enough evidence now that diversity does, in fact, sell.”Minorities make up nearly 40 per cent of the U.S. population, but Hispanic and African-American moviegoers over-index among moviegoers. According to the Motion Picture Association of America, Latinos make up 18 per cent of the U.S. population but account for 23 per cent of frequent moviegoers. Though African Americans are 12 per cent of the population, they make up 15 per cent of frequent moviegoers.UCLA found that films with casts that were 21 to 30 per cent minority regularly performed better at the box office than films with the most racially and ethnically homogenous casts.Hunt believes that the wealth of data, as well as box-office successes like “Black Panther,” has made obvious the financial benefits of films that better reflect the racial makeup of the American population.“I think the industry has finally gotten the memo, at least on the screen in most cases, if not behind the camera,” said Hunt. “That’s where there are the most missed opportunities.”The report, titled “Five Years of Progress and Missed Opportunities,” covers a period of some historic high points for Hollywood, including the release of the best picture-winning “Moonlight,” along with fellow Oscar nominees “Hidden Figures” and “Fences.”But researchers found the overall statistical portrait of the industry, while slightly improving on many counts, still trails far behind the entertainment audience.“With each milestone achievement, we chip away at some of the myths about what’s possible and what’s not,” said Hunt. “Every time a film like this does really well, every time we see a TV show like ‘Empire,’ it makes it harder for them to make the argument that you can’t have a viable film with a lead of colour. Or you can’t have a universally appealing show with a predominantly minority cast. It’s just not true anymore because the mainstream, itself, is diverse.”Some of the largest disparities for minorities detailed by the UCLA report were in roles like film writers (8.1 per cent of 2016’s top films), creators of broadcast scripted shows (7.1 per cent) and creators of cable scripted shows (7.3 per cent). Hunt blamed the lag behind the camera on, among other factors, executive ranks that are still overwhelmingly white and male.“It’s a white-male controlled industry and it hasn’t yet figured out how to incorporate other decision-makers of colour and women into the process. So you have these momentary exceptions to the rule,” said Hunt, pointing to “Black Panther,” which has grossed $700 million worldwide in two weeks of release.Such films, he said, show the considerable economic sense of making movies and television series that don’t ignore nearly half of their potential audience.“It’s business 101,” Hunt said.last_img read more
